I see nothing more to do on this than on the previous report, and would defer it till we hear from the Governor.

The Governor is determined to make out that the Schools he has to control have succeeded, and even where he does not allow that the School has succeeded, he gives every reason for thinking that it is not to be expected.

He connects the fact of the numerous floggings with the uneducated fact of bad education. I referred in the despatch on flogging that the number of floggings showed
